What is BDO?

BDO is an abbreviation for the Database on Products and Packaging and on Waste Management. It is a register of entities introducing products, products in packaging and managing waste, which has been in operation since January 24, 2018. Marshals of voivodships are responsible for its maintenance. It is a database where, after obtaining a registration number, entrepreneurs can, among others: transfer waste, settle the product fee for introducing products in packaging into the territory of the country, submit reports to the Marshal's Offices in this regard.

Who has BDO responsibilities?

The entry into the BDO upon application applies to those entrepreneurs who operate within the scope of 7 different acts, including:

Act on waste

among others for waste producers obliged to keep waste records, for waste transporters,

The Act on the Obligations of Entrepreneurs in the Management of Certain Wastes and on the Product Fee

among others for those introducing products (lubricating oils, pneumatic tires) into the territory of the country,

Act on waste electrical and electronic equipment

among others for those who introduce equipment or authorized representatives, for collectors of used equipment,

Act on the management of packaging and packaging waste

among others for exporting products in packaging, for introducing packaging, for introducing products in packaging, for entrepreneurs running retail or wholesale units where plastic shopping bags are offered, covered by the recycling fee.

Kto ma obowiązek składania sprawozdania BDO?

Each entrepreneur should verify whether they are subject to entry in the BDO database if:

How do we operate?

We verify the scope of duties, help in submitting a registration application, and instruct in navigating the BDO database in order to be able, for example, to issue a waste transfer card. Having access as a sub-user to the client's database, we can prepare waste record cards and a report on the generated waste. Having access as the main user, we can, after obtaining a power of attorney from the client, send reports to the Marshal's Office. We also help verify the correct performance of the waste recipient's duties (whether they have the appropriate permits, whether he can perform the waste transport service, etc.)

Kiedy trzeba wpisać się do bazy BDO?

Podmiot dokonuje wpisu na wniosek, jeżeli prowadzi działalność wymienioną w art. 50 ust. 1 ustawy o odpadach. W przypadkach wymienionych w art. 51 ust. 1 ustawy podmioty zostają wpisane do rejestru z urzędu przez marszałka województwa.

Czy sprawozdanie BDO jest obowiązkowe?

Podmioty posiadające wpis do bazy BDO zobowiązane są do corocznego składania sprawozdań w terminie do 15 marca każdego roku.
